ARINC 424 SPECIFICATION(Japanese translation)

ARINC 424 Specifications, first published in 1975 as a data exchange specification between aeronautical information data and avionics, have been continuously revised over the past 50 years. In parallel with the recent development of navigation procedures such as RNAV/RNP, the flight management system (FMS) has advanced, and the importance of ARINC 424 has increased. While the scope of use of ARINC 424 was once limited to aeronautical information data suppliers, avionics system manufacturers, and operators, it has now expanded to include new stakeholders such as in charge of operational approval, flight procedure designs, flight inspection, aeronautical information publication, navigation research and navigation system development. Consequently, the understanding of ARINF 424 is now essential. However, the content is written in English and is technical, resulting in differences in understanding and possible negative impact on troubleshooting. In light of this, the Japanese translation of ARINC 424 has been developed in order to promote understanding and support appropriate use among stakeholders. We hope that this Japanese translation will be a useful resource for a wide range of stakeholders as we address advanced technologies such as GBAS/SBAS operational procedures, unmanned aircraft system, and eVTOL.

PANS-OPS series

Air travel requires aircraft, aircraft operators/airlines, pilots, air traffic controllers and other personnel who ensures safety of aircraft operation, as well as relevant facilities such as runways and the personnel who maintain them. Flight procedures are also essential for aircraft operations. Aircraft operations were highly dependent on weather in the past, but they can be safely operated day and night, rain or fog, thanks to the advancement of ground facilities and onboard avionics Operating in adverse weather conditions is known as all-weather operation. Flight procedures are essential for all-weather operation. Today, relevant provisions of the International Civil Aviation Organization (ICAO) are applied in most contracting states around the world, with the exception of the United States and a few others. Japan has established and implemented “Flight Procedure Design Criteria” in accordance with ICAO PANS-OPS, and intends to play a vital role in Asia in this field as well. A series of PANS-OPS volumes are introductory documents for those who are not familiar with flight procedure design.

REIMEI Inc. published “Introduction to Flight Procedure Design : Precision Approach and Departure Procedures” in August 2011 with the aim of teaching the readers how to design flight procedure, which is the basis for airspace design. Since then, the document has been revised in accordance with amendments to the ICAO Annexes and PANS (Procedures for Air Navigation Services). The latest version, the 5th edition, is a revision in accordance with the partial revisions to PANS-OPS Vol. II, which came into effect in November 2024.

Since the publication of “Further Introduction to Flight Procedure Design (PANS-OPS for Beginners) Precision Approach Procedures”, the circumstances surrounding flight procedure design have changed, and the ICAO has shifted its focus from the use of ground-based air navigation systems to the use of space-based systems. Accordingly, the concept of performance-based navigation (PBN) has been introduced to air navigation, and as this concept has evolved, amendments were made to the ICAO Annexes in November 2014. Also, PANS-OPS has introduced provisions regarding transition from space-based RNAV routes to ILS approach procedures and to missed approach procedures. The document has been revised as the 2nd edition to reflect these amendments to the Annexes and PANS-OPS.
